The Annan Plan process through the lens of negotiation theory

Abstract

This thesis examines the Annan Plan process through the lens of negotiation theory, analyzing how key theoretical concepts can explain the strategic choices and final outcome of the talks. The analysis is structured around three frameworks: Two-Level Game Theory, the Harvard Principled Negotiation Method, and the concept of BATNA (Best Alternative to a Negotiated Agreement). Focusing on the final phase of the negotiations (February–May 2004), it interprets the parties’ actions and the factors that led to the stalemate. The aim is to shed light on the strategic decisions made by both sides and to offer a new, theory-based perspective for understanding and potentially improving the future management of the Cyprus problem.

Η παρούσα διπλωματική εργασία εξετάζει τη διαδικασία του Σχεδίου Ανάν υπό το πρίσμα της θεωρίας διαπραγματεύσεων, αναλύοντας πώς βασικές έννοιες της μπορούν να ερμηνεύσουν τις στρατηγικές επιλογές και την τελική έκβαση των συνομιλιών. Η ανάλυση δομείται σε τρία θεωρητικά πλαίσια: τη Θεωρία των Δύο Επιπέδων (Two-Level Game Theory), τη Μέθοδο Επικεντρωμένης Διαπραγμάτευσης του Harvard (Harvard Principled Negotiation) και την έννοια της Καλύτερης Εναλλακτικής Λύσης σε Μη Επίτευξη Συμφωνίας (BATNA). Επικεντρώνεται στην τελική φάση των διαπραγματεύσεων (Φεβρουάριος–Μάιος 2004), ερμηνεύοντας τις κινήσεις των μερών και τους παράγοντες που οδήγησαν στο αδιέξοδο. Στόχος είναι να φωτιστούν οι στρατηγικές επιλογές και να προσφερθεί μια νέα, θεωρητικά θεμελιωμένη προοπτική για την κατανόηση και μελλοντική διαχείριση του Κυπριακού προβλήματος.
